Last month’s Asia-Pacific Economic Cooperation (APEC) meeting in Manila, the Philippines was a tale of two summits. The official one centered on trade while the unofficial one focused on the South China Sea. Officially, the summit agreed on the need to fight terrorism, enhance economic growth, reduce poverty and increase climate change resiliency. That part of the meeting went according to plan. Unofficially, the huge political gulf between the US and China over the South China Sea was on display.
