Singapore made some progress towards realising its proposed fourth petrochemical complex when partners Japan's Sumitomo Chemical Co., Ltd. and Shell Chemicals Ltd. (Shell) signed a Letter of Intent last month to jointly conduct a feasibility study for the construction of a new world-scale ethylene plant.
