Brazil’s northeastern state of Ceara aims to revive a 300,000 b/d refinery project with the help of Chinese companies. Ceara governor Camilo Santana signed an initial agreement with senior officials from Chinese trading firm Guangdong Zhenrong on 14 November, opening the way for a feasibility study on the $4bn Premium 2 refinery. Chinese petrochemicals producer Qingdao Xinyutian is also expected to participate in the assessment. The plant would be located at the port of Pecem.
