Strong gasoline demand will limit the impact of a major California refinery’s return to the state gasoline market, Phillips 66 chief executive Greg Garland said last week. ExxonMobil is working to restart a fluid catalytic cracker (FCC) idled by an explosion in February 2015 at its 155,000 b/d refinery in Torrance, California. The loss of Carbob supply roiled the southern California and surrounding gasoline markets last year and improved profits for the surviving refiners serving the market.
