Phillips 66 on 11 May completed a restart following a power outage late last week at its 250,000 b/d Alliance refinery in Belle Chasse, Louisiana. The company reported the facility’s second full refinery shutdown in as many weeks connected to power failure on 8 May. Storms and reliability problems have beset the refinery so far this year, with the facility taking until 4 May to recover from a 27 April outage. Previously, mechanical and instrumentation problems delayed a return to normal rates following a major first quarter turnaround.
