New egyptian rules could limit fuel coke use

The Egyptian government has come out with a much-awaited law regulating the use of coal and petroleum coke in the country that could slow the country’s emergence as a new market for these fuels. In many ways the law is more stringent than market participants had hoped and will likely limit trading activities in the country — or at the very least complicate them. Only users like cement, steel and aluminium plants will be able to import material and only at quantities sufficient to cover their own needs. The government plans to authorize import volumes based on a link to a plant’s cement or steel production capacity, seemingly in order to prevent companies from engaging in trading activities.
