Japan’s TonenGeneral to cut more refinery capacity

Japan’s TonenGeneral is reducing capacity at its 175,000 b/d Kyokuto refinery in Chiba by 23,000 b/d in a last-ditch effort to meet a 31 March deadline under the country’s refining law. The Kyokuto cut will take TonenGeneral’s total planned capacity cuts to 128,000 b/d, with it also decommissioning a 38,000 b/d crude unit (CDU) at its Wakayama plant and a 67,000 b/d CDU at Kawasaki. Its total refining capacity will fall to 708,000 b/d, making it Japan’s second biggest refiner after JX Nippon Oil and Energy’s 1.2mn b/d.
