Coal and petroleum coke businesses say they might be forced to move operations to other states unless Illinois pulls back on draft regulations that would mandate that companies fully enclose storage and transportation operations. Industry groups, including the Illinois Coal Association, are concerned that the state will limit their growth by inserting a trigger in final rules that would prevent any expansions unless operations are fully enclosed. Most businesses do not have the money or the space to enclose operations, particularly in heavily developed areas.
