The EU emissions trading scheme (ETS) allowance market weakened slightly over the past month. The December 2012 allowance contract reached ?6.48/mt CO2 equivalent (CO2e) by 17 December, down by ?0.33/mt CO2e from 28 November. Prices fell sharply after news emerged that EU countries will not vote on a European Commission proposal to back-load allowances from the early years of phase 3 (2013-20) at a December climate change committee (CCC) meeting, as expected. Member states will vote on the proposal in the next few months.
