Shell and Saudi Aramco joint venture Motiva has sought approval for a roughly 30pc increase in capacity on processing units at its 600,000 b/d refinery in Port Arthur, Texas. The refiner plans to begin construction on the hydrocracker and diesel hydrotreater project in April 2015, according to a filing to federal environmental regulators.
