A proposed Enbridge Inc.pipeline,the 384-million Southern Lights project,that will transport diluent from the Canada/United States border to Edmonton received National Energy Board approval in mid-February.The NEB described Southern Lights,which will provide oilsands producers with access to an abundant low-cost diluent supply,as a "cost-effective solution for diluent transportation through an innovative combination of existing infrastructure and new build."
