Mexico lower house passes key hydrocarbons bill

Mexico’s lower house of Congress, the Chamber of Deputies, on 28 July passed the heart of an energy reform that will open up the nation’s upstream to private firms for the first time since 1938. The bill is part of a legislative package needed to implement the December 2013 constitutional reforms that formally ended state-run Pemex’s upstream monopoly.
