Russian private-sector oil firm Lukoil was restarting its 50,000 b/d Petrotel refinery in Romania on 7 October after winning an appeal the previous day against the seizure of Petrotel’s accounts, crude and products during police raids on 2-3 October in connection with allegations of tax evasion and money laundering. Lukoil has owned Petrotel, its only refinery in Romania, and a chain of around 300 gasoline stations since 1998.
