Ensuring the fire safety of a building meets current fire safety law requires more than just installing a fire safety system. The Regulatory Reform (Fire Safety) Order in England and Wales - and similar legislation in Scotland and Northern Ireland - created a massive change for the fire and electrical industries in the UK, which is still ongoing. Under the previous legislative regime, it was the fire service which dealt with the issues of legal compliance and life safety. And, while its legislation was too complex and confusing for the layman to understand, the layman did not need to understand it because he knew that all that was needed, for many premises, was to get a fire certificate from the local fire brigade (although places of work had to meet the Fire Precautions (Workplace) Regulations which required a fire risk assessment of a premises).
