Amajor reconstruction project is underway to increase the number of special-purpose lanes heading into downtown Houston, in the US state of Texas. By 2008, there will be four managed lanes on the Katy Freeway (Interstate Highway I-10), enabling vehicles with enough passengers to bypass congestion. While the construction equipment is easy to see in action, an innovative ITS project going on in the background could start cutting congestion as soon as 2005 The Texas Transportation Institute (TTI) is developing an implementation plan for dynamic tolling on two of Houston's high-occupancy vehicle (HOV) lanes.
