Ed Regan, the head of traffic and revenue forecasting at transportation consultants Wilbur Smith Associates, is upsetting the conventional wisdom in the US toll industry. He is declaring that the problem of funding highways in the US is so great that it will force the country to adopt nationwide road user charging (RUC), based on GPS and the new 5.9GHz transponder. He named dates at a recent conference of the International Bridge, Tunnel and Turnpike Association (IBTTA) in Toronto, Canada. He foresees the 2007 and 2008 model years as likely times when the crucial technologies for RUC will start appearing as standard factory-built items in new motor vehicles.
