Environmental volunteeringIn the past few years government has promoted all types of volunteering as an important part of active citizenship and has spent millions of pounds on setting up projects to encourage more people to volunteer, particularly young people, older people and black and minority ethnic groups. According to Burns1 "Volunteering is no longer seen as a nice to have optional extra, hut as the must have building block of communities and civic society", A particular focus in policy and research is on the role of volunteering in linking civic responsibility and social inclusion Thus some schemes specifically involve those who are currently disengaged or excluded, or who are viewed as not contributing to society.
