Out takes first step to reform aggregate industry

The process of implementing "A Blueprint for Change" (http://apps.mnr.gov.on.ca/public/files/er/blueprint-for-change.pdf), Ontario's 2015 proposal for reforming the aggregate industry, began on October 6,2016 with the introduction of Bill 39, the Aggregate Resources and Mining Modernization Act, 2016 (http://www.ontla.on.ca/bills/bills-files/41_Parliament/Session2/b039.pdf). It's a small but arguably necessary step. Bill 39 won't change much on its own, but will set the stage for more substantive change down the road.
