The first- and second-order iterative solutions of the scalar radiative transfer equation for a layer of random small spheroids are derived. An iterative method for inversion of the Legendre coefficients of the phase function is developed, and the relationship between the Legendre coefficients and the phase function of small spheroids under the Rayleigh-Gans approximation is derived. Using two simulated measurements of the azimuthal distribution of bistatic scattering with Monte Carlo realizations of random noise, the dielectric constant of a layer of random small spheroids and the number of particles per unit area are iteratively inverted.
