This project started as one part of large saving energy technology research and development (Moonlight Project) from FY1988, that was approved in the Industrial Technology Council held in August of 1987. In those days, the condition of energy supply becomes stable in the decline tendency of the petroleum price that reflects the relaxation of the international petroleum supply and demand condition. However, on the trend of petroleum supply and demand, there were many in-predictable factors such as the Middle East situation and so on. Therefore, the promotion of energy saving technology was placed as the important mainstay of the energy policy, which was treated in the same way as the development of alternative energy and stable supply of the petroleum.
