Participatory Planning for Outcomes-Based Wetlands Restoration (Minnesota)

he 1997 Minnesota Wetlands Conservation Plan offered a comprehensive approach to statewide plan?ning (MDNR 1997), but did not specifically address wet?land restoration strategy. The desire for such a strategy gained traction from a “Wetland Vision” issued by the Governor's Clean Water Cabinet on February 3, 2006 (Schroeder et al. 2006), after public concerns that the state was not achieving its policy goal of no net loss of wetlands. Unmet needs for a common direction, planning, and leadership for prioritizing wetlands restoration gave life to this project.
