Kazakhstan is believed to be leaning towards major Shell to develop the Nursultan Block in the Kazakhstan sector of the Caspian Sea.Energy Minister Baktykozha Izmukhambetov was reported as saying that even though US major ConocoPhillips is also in the running for the project, the government was currently keener on Shell, with a decision expected before the end of the year. Nursultan lies in the southern sector of Kazahstan's Caspian Sea territory. The block is currently operated by KazMunaiGaz's offshore unit KazMunaiTeniz.
