Libya will launch its third international licensing round in September with awards to be made around the end of the year.The round had been put back as new chairman of the National Oil Company, Shukri Ghanem, settled in to his post.He said:"We are currently deciding the blocks to be offered," adding that the blocks will be awarded through a "free bidding process" and not through directly negotiated agreements.
