ConocoPhillips will invest US 1.8 Bn in Phase Two of the Penglai 19-3 oil field project in Bohai Bay, offshore northeast China.Officials at the US operator's China unit said it had internally approved the investment.The Economic Observer newspaper said the project is still waiting for approval from the relevant government departments.
