Why Thermally Efficient Buildings Can Waste Energy

With all the technology and regulation of the 21st century it should be easy to design an energy efficient building which results in low energy bills. Unfortunately, as most of us know from first hand experience, life is not as simple as that. It is still possible to be shocked at the energy consumption of a modern building even though it meets the requirements of the new Part L. It is unfortunately not uncommon to find managers of a low energy building who spend years dealing with complaints from occupants who are too warm, too cold or too draughty. Why is this?
