The issue of certification of design is one which has prompted passionate comment from both sides of the argument. For many years Structural Certification has been accepted as the preferred route to compliance for structural elements and, more recentLy, the complex subject of carbon emissions and the time and knowledge necessarily now required to specify to compliance or verify such has prompted Design Certification for this Section of the Building Standards (Scotland).
