Cuba's Fidel Castro dubbed 2006 the "year of the energy revolution" for Cuba. That promise lies in 59 deepwater blocks covering some 43,243 sq miles (112,000 sq km) in water averaging 6,562 ft (2,000 m) deep off Cuba's northern and western coast. Recently, ONGC Videsh Ltd., the foreign operations arm of ONGC of India, joined Spain's Repsol YPF, the operator, and Norway's Norsk Hydro in the acquisition of deepwater blocks 25,26,27, 28,29 and 36 along Cuba's north coast. Hydrocarbon potential for Cuban waters off the north coast, according to the US Geological Survey, has a high-scenario potential of 9.3 billion bbl of oil and 21.8 Tcf of gas, but the mean estimate is 4.6 billion bbl of oil and 9.8 Tcf of gas.
