The point of a building regulation is to set minimum requirements that a product has to meet. A product can exceed the minimum requirements, but not fall short of them. Given this basic premise, it seems bizarre that the government has recently back-tracked on a formal building regulation only brought in this year. The Building Regulations are made under the Building Act 1984 and are obligatory under the law of England and Wales, and approved Document F is the section of the regulation covering ventilation.
