Some European Union member states are opposed to a proposal that would raise the collection rate for electronic waste to 65 percent by 2016, but a compromise seems to have a good shot at succeeding. The proposal, supported by the European Parliament's environment committee, has been two years in the making, and is meant to update the EU's laws on recycling electronic equipment and appliances.
