Much has been discussed on the subject and now it is the time to act. Since power is backbone of development, therefore Power Sector has to play a key role in the overall socio-economic development of any country. Recent liberalisation followed by invitation to multi-nationals, a major thrust is needed for this sector to revamp the present set up of operations. No doubt rapid growth in demand and simultaneous resource constraints have posed a serious challenge for SEB's in keeping pace with Power System leading to frequent breakdowns and power cuts. To meet the challenge, the objective of every utility has been to supplement generation, as the performance of the utility was being judged based on capacity additions. This incentive had created a vacuum by way of low investment in the transmission & distribution facilities.
