The trend, the World over, is for participatory management of irrigation systems. In Maharashtra, the concept of Water Users' Association (WUA) was introduced about 8 years back and is getting stabilised. More than 20000 hectares of command have beenhanded over to WUA, another 30000 hectares are in the process of handing over and some 35,000 hectares are in the pipeline. Looking to the response from the irrigators, it should be possible to cover most of new the Irrigation Command Areas by WUA. (Theold systems, built prior to Independence, have developed their own traditions and may not like to change over to participatory management). How did this come about?
