"The issue of using municipal landfills for leaded CRT glass is not a new one. The e-Stewards Technical committee (made up of technical representatives of all e-Stewards Recyclers and added experts), considered the matter for many months. It finally agreed, as published within the current e-Stewards Standard (V2.0), and while emphasizing use of the waste management hierarchy which prefers, recycling to final disposal, to allow "as a last resort", a non-recycling option for leaded CRT glass, to be managed: "as a last resort, in a lined, leachate-controlled & monitored solid waste disposal facility if the cleaned glass has first been stabilized with a pre-treatment method in accordance with applicable laws and, as a result, passes the TCLP [editor's note: TCLP, or 'toxicity characteristic leaching procedure' refers to the chemical analysis used by environmental agencies as a method to simulate leachate levels from a landfill] and thresholds found in the definition of Hazardous Electronic Waste (unless prohibited by law or facility)."
