The government has awarded a contract to SNC-Lavalin Group to carry out front-end engineering designs for a planned $18-billion oil pipeline from Basra to the Jordanian port of Aqaba on the Red Sea, bypassing the Strait of Hormuz, according to senior Iraqi oil officials quoted by the Wall Street Journal.
