After getting a green light from the UK government, Total launched the second phase of its West Franklin development Tues- day in the central part of the UK North Sea. The estimated $1 billion scheme will boost reserves by 85 million boe and lift out- put to around 40,000 boe/d from 20,000 boe/d now, with first gas slated for the end of 2013 (IOD May 19,p8).
