Russia is working on proposals for co- operation with Qatar in its bid to convert the Mideast’s top LNG producer into a partner rather than a rival. And participation in the Yamal LNG project - being led by Russia’s biggest independent gas producer, Novatek - could be part of the package that the Russians plan to deliver when they visit the Qatari capital, Doha, in the autumn.
