A Washington think tank has told President Obama’s oil spill commission that the moratorium on deepwater drilling can be lifted now that tough new safety and environmental rules are being implemented in response to the BP oil spill in the Gulf of Mexico. The report - prepared at the commission’s request from the Bipartisan Policy Center - also commended recent measures taken by the oil industry to respond more effectively to future offshore oil spills.
