Europe's Actions Will Provide Measure of Success at Copenhagen

Success or failure of efforts to negotiate an international agreement on climate change in Copenhagen this month will be relatively easy to judge by tracking the European Union's subsequent actions to cut carbon emissions, according to consulting firm Point Carbon. In 2007 the EU announced a plan to cut greenhouse gas emissions 20% below 1990 levels by 2020. It has also promised to raise that amount to 30% if an agreement in Copenhagen gives it confidence that countries like the US and China will curb their emissions.
