The impact of the US Gulf of Mexico oil spill on coastal tourism and fishing have revived a longstanding debate on whether US states should receive a greater slice of revenues from federal oil and gas leases located off their shorelines. In fact, many lawmakers in the US Congress say revenue sharing is so important that it may be a “deal-breaker” on whether they vote for the Obama administration’s proposals for tougher regulations of offshore oil and gas drilling, including unlimited liability for oil spills.
