Bolivians will vote Sunday on proposed constitutional reforms that would give the central government complete control over the development of oil and gas resources. The vote comes as the government grapples with a recent decision by Brazil to temporarily cut its purchases of Bolivian gas by 20%.Brazil is the main buyer of Bolivian gas, but two weeks ago, state-controlled Petro-bras said it would cut imports from the neighboring country from 30 million cubic meters per day (1 Bcf/d) to about 19 MM-cm/d (670 MMcf/d) at the start of 2009.
