TNK-BP Boosts Spending on New Oil Fields, Refinery Upgrades

Buoyed by higher output and prices, TNK-BP has approved an extra $1 billion or so in spending over the next 15 months to speed up development of its upstream projects and upgrade refineries to improve fuel quality. The board of the Russian-UK joint venture, Russia's third largest oil producer, approved the plan last week.
