Petroleos de Venezuela (PDV) still owes as much as $6.85 billion to drilling contractors and other oilfield service providers and has threatened to seize control of drilling rigs from companies which encourage their workers to strike.Oil minister Rafael Ramirez said Friday that the national oil company is in the process of paying off $1 billion it owes to 94% of its contractors. It is paying off those bills at fees that have been reduced by 40%.
