Moscow will have to offer tax breaks if the government's ambitious plans to lure more companies to work in the icy waters around Sakhalin in Russia's Far East are to become a reality. Representatives from companies working in the region, including Russian state Rosneft and UK supermajor BP, say a new tax regime is needed if the government wants more firms - both private and foreign - to help Russia's state giants develop its Pacific shelf.
