State refiner Sinopec is to start building one of China's new strategic petroleum reserves (SPRs) in the northeastern port city of Tianjin in the second half of this year, the municipal government says. The Tianjin reserve, based in the Binhai New Area, would be able to store around 20 million bbl of crude.
