Vietnam Okays Reserves Plan

The Vietnamese government has approved a plan to invest in crude and products reserves in a bid to ensure the country's energy security. The plan calls for $2.38 billion of investment capital by 2015 and an additional $7.19 billion in 2016-25. The government said in a statement that the scheme is aimed at "stabilizing the domestic consumption market of petroleum products, stabilizing capacity of oil refineries, and guaranteeing energy security," but did not specify the size of reserves it hoped to stock.
