Russia is open for foreign investment, with energy and transport infrastructure the priorities, Prime Minister Vladimir Putin said Friday. But non-Russian firms wanting to develop the country's oil and gas reserves will have to comply with two conditions, he told an economic forum in the Black Sea resort of Sochi.
