Chevron, Repsol Win Carabobo Bid Round

Venezuela announced the winners of its Carabobo heavy oil bidding round on Wednesday, awarding two out of three blocks on offer. While the auction attracted bids from some major international oil companies which could lead to important new investments, the lack of competition seems to indicate dissatisfaction with Venezuela's demanding fiscal terms and its recent history of rewriting contracts.
