Surgutneftegas has again postponed com- pletion of an upgrade to boost output of lighter, more valuable products from its Kirishi refinery near St. Petersburg. The Russian oil major now plans to bring a new hydrocracker on line in the fourth quarter of 2011, rather than late 2010.
