Colombia’s new president, Juan Manuel Santos, took office Saturday, pledging to mend ties with Venezuela, close a fiscal deficit by centralizing oil and mining revenues and implement broad social reforms while maintaining a strong defense policy. Santos has already reached out to Venezuela, with his foreign minister Maria Angela Holguin saying on Sunday that the president would meet with his Venezuelan counterpart Hugo Chavez on Tuesday.
