Ex-SOC Boss Backs Iraq's 2nd Bid Round

Opposition to Iraq's second postwar licensing round seems to be abating after the hostility that surrounded the first, when many Iraqis objected to opening big producing fields to foreign companies and only one contract was awarded. According to the former chief of South Oil Co. (SOC), Jabbar al-Luaibi, the second round stands a better chance of success because it "contains green fields and we want to increase production and revenue."
