Russia's natural resources ministry has written to the finance ministry proposing a cut in the mineral extraction tax (MET) for oil fields with reserves of less than 3 million metric tons, or around 22 million bbl. The cut is one of a series of measures the ministry has proposed to stimulate the growth of independent oil producers. Others included offsetting historic exploration costs against companies' MET.
